Factory workers' unions say that in the upcoming 2022 / 23 upcoming budget government must focus on sourcing out investors so as to address the escalating unemployment rate in the country.
Speaking in an interview Mr. 'Mei Rathakane of Independent Democratic Union of Lesotho (IDUL) said that since some factories closed in the past year where over 7,000 Basotho men and women lost their jobs, the government in its 2022 / 23 budget should focus on finding investors for job creation as unemployment has become another pandemic in the country.
He said that factories with financial problems, government should be able to bail them out so as to safe guard the jobs of Basotho. He added that there should be programmes for job creation.
He noted that they should not be promised factory shells without jobs citing that it would not be fair to open Ha-Belo factories while there are so many empty shells in Maseru due to factories closing down.
On the other hand, Coalition of Lesotho Trade Unions (COLETU) Spokesperson, Mr. Molefi Lebonejoang reiterated saying that unemployment is the huge challenge therefore government has to find investors so that more jobs are created adding that no investors means more factories are facing closing down.
He said that for so many Basotho to have lost their jobs due to COVID-19 means that the government had not in its 2021 / 22 included the recovery plan saying that since it looks like COVID-19 is here for more years, the government should have clear recovery plans which would include addressing job scarcity.
He added that as unions for workers, they should be included in the budget planning unlike now that decisions are made for the workers without consulting them.
On one hand, Mr. Lebonejoang stated that there has been a challenge of backlog cases in Labour Court, Labour Appeal Court as well as Directorate of Dispute Prevention and Resolution (DDPR) saying that hiring of judges in the said sectors should be a priority thus there should be enough budget to employ them.
He mentioned that cases take between five to six months to be heard saying that there are still backlog of cases dating as far back as 2014 which have not been heard at all.
Furthermore, Construction, Mining, Quarrying and Allied Workers Union (CMQ) Secretary General Mr. Robert Mokhahlane said that for years the budget has been focusing on salary increment for public servants saying that it is time that minimum wages for factory workers be included in the budget adding that they have already made a proposal of 20% increment across board.
He said that sectors like Cannabis, Pharmacy and media fall under general minimum wage of M1,700 with the highest person getting M2,000 saying therefore that they want all sectors to be given an increment of 20%.
He emphasized that companies have money but pay workers less saying that the 2022 / 23 budget government should ensure that workers are paid reasonable salaries which go along with the inflation rate.
Meanwhile for years unions have been fighting for decent wages for factory workers. Factory workers earn between M1,696.00 and M2,000 per month. In 2021 over 7,000 workers were retrenched as about three factories under NIENHSING International Lesotho closed down due to COVID-19.
